VNCF NATO Document and Media Exploitation Course

The C-IED Centre of Excellence (COE) VNCF NATO Document and Media Exploitation (DOMEX) Courses are designed to enhance Technical Exploitation (TE) capabilities as a critical enabler for intelligence production and operational decision-making. These courses provide structured, mission-relevant training in key sub-disciplines of DOMEX, including:

DOCEX

Document Exploitation
The detection, collection, reconstruction, preserving, processing (including translation and digitization), and dissemination of collected hard copy documents (e.g. printed manuals, letters, diaries, notes, sketches, maps, printed photography)

MEDEX

Media Exploitation
The detection , collection, recovery & extraction, preserving/securing/isolating, processing, analysis and dissemination of collected digital and analogue data (including storage devices and hardware able to provide/contain information, e.g. virtual storage, a printer buffer) that includes all wired and wireless devices potentially connected to any workstation or device

CELLEX

Cellular Phone Exploitation
The detection, collection, extraction, preservation, and analysis of data from mobile devices—such as smartphones, satellite phones, GNSS devices, smartwatches, and pagers. This includes retrieving information from SIM cards, ISIM numbers, IMEI/serial numbers, phone records, SMS, images, videos, digital files, GNSS logs, Bluetooth pairings, and cell tower connection data, for the purpose of intelligence dissemination.

UxS Exploitation

Unmanned Systems Exploitation
The collection, processing, análisis, and dissemination of data and metadata associated with unmanned systems (aerial, maritime, underwater, and ground), such as imagery, telemetry, signal and signature information.

Objective

The Course develops participants’ capabilities to conduct Document and Media Exploitation (DOMEX) operations at the tactical level using foundational tools, techniques, procedures, and software. Training focuses on collection, preserving, processing, and analysis of data and metadata from captured or recovered materials to generate actionable intelligence from physical and digital sources.

What You’ll Learn

You’ll master systematic methods for extracting, processing, and analyzing data aligned with NATO best practices and operational requirements. Training demonstrates how technical findings drive targeting decisions, threat analysis, and operational planning.

Course Outcomes

You’ll achieve proficiency in DOMEX procedures and understand how technical exploitation enhances intelligence collection and reduces operational risks. You’ll gain skills to collect, preserve, process, analyze, and report on Collected Exploitable Material (CEM) in a forensically sound manner, supporting both tactical missions and intelligence objectives.

Course Prerequisites:

The course is intended for trained personnel assigned to International or National Field Exploitation Teams (FET), Weapons Intelligence Teams (WIT), or equivalent specialists involved in Technical Exploitation activities. This includes, but is not limited to, Military Police, Military Search, Military Intelligence, Special Forces personnel, and Intelligence or Operations Staff supporting exploitation processes.

Participants should hold military ranks ranging from OR-3 to OR-9 and OF-1 to OF-4, or equivalent positions within law enforcement and intelligence agencies.
