Alternate Threat Scenarios 2026 Seminar - ATS26

Aim

The C-IED COE is pleased to invite NATO, Partner Nations, EU representatives, law enforcement agencies, security organisations, emergency services, and civilian authorities to the Alternate Threat Scenarios 2026 Seminar (ATS26), which will take place from 15–17 September 2026 at the Spanish National Police Headquarters in Madrid, Spain. The seminar is designed to bring together experts involved in the analysis, anticipation, prevention, and response to complex security threats affecting NATO operations. 
ATS26 provides a collaborative forum for participants to examine evolving hybrid threat scenarios targeting NATO assets, installations, and critical infrastructure. Through expert presentations, syndicated discussions, scenario-based activities, and panel sessions, attendees will explore practical approaches to incident response, threat mitigation, and preventive measures within an Article 5 operational context. 

Building on current developments in the hybrid threat environment, the seminar will facilitate the exchange of operational perspectives, lessons identified, and best practices among military, law enforcement, and civilian stakeholders, fostering a common understanding of emerging challenges and strengthening collective resilience. 

Topics

The main topics for ATS26 will include:
  • Hybrid Threats in Europe: assessing current trends, actors, and evolving challenges affecting NATO and Partner Nations.
  • IED-Related Developments: reviewing recent developments in the use of improvised explosive devices within hybrid threat environments. 
  • Scenario-Based Incident Response: exploring coordinated responses to realistic hybrid threat incidents through syndicate work and collaborative analysis.
  • Critical Infrastructure Protection: identifying vulnerabilities and mitigation measures for NATO assets and installations.
  • Threat Assessment and Prevention: developing shared approaches to anticipating and preventing future threats.
  • Cross-Sector Cooperation: strengthening collaboration between military organisations, law enforcement agencies, emergency services, and civilian authorities.
