Financial Control

The Financial Control section is responsible for the effective management of the C-IED Centre of Excellence’s (C-IED CoE) financial resources, in full alignment with the provisions outlined in its Memorandum of Understanding (MoU).

This section provides comprehensive support in all aspects of financial planning and administration. Key responsibilities include budgeting, forecasting, billing, and the meticulous maintenance of financial records. Financial Control also ensures compliance with applicable financial regulations and reporting standards, supporting transparency, accountability, and efficient resource allocation.

By maintaining rigorous financial oversight, the section enables the Centre to operate within its authorized budget while supporting mission-critical activities and long-term strategic planning.

Administrative Support

The Administrative Support section plays a vital role in ensuring that all personnel, both national and international, benefit from the privileges and protections granted to the C-IED Centre of Excellence (C-IED CoE) under the NATO Status of Forces Agreement (SOFA).

This section manages a broad range of administrative functions essential to the daily operations of the Centre. Responsibilities include the procurement and oversight of equipment and supplies, coordination of official travel arrangements, and facilitation of communication and correspondence with national and international entities. Key partners include the Spanish Joint Staff, the European Union, and NATO headquarters.

In addition, the Administrative Support section is responsible for the full management of the Centre’s lodging facility, “Almirante González-Huix Fernández,” ensuring that all accommodation services meet the required standards of comfort, security, and functionality for personnel and visitors alike.

CIS Team

The Communications and Information Systems (CIS) Team is responsible for the planning, management, maintenance, and support of all CIS infrastructure and services at the C-IED Centre of Excellence (C-IED CoE), in accordance with its status as an International Military Organization.

This team integrates personnel, processes, and technologies to deliver robust and reliable technical support across all operational domains of the Centre. From ensuring the smooth execution of courses, meetings, and high-level conferences, to providing secure and efficient communication systems, the CIS Team plays a critical role in enabling the Centre’s mission.

In an environment where cyber security and information assurance are paramount, the CIS Team continuously seeks innovative solutions to address evolving challenges. Their responsibilities also include safeguarding classified information, maintaining secure networks, and ensuring compliance with NATO standards and best practices.

Through proactive management and a commitment to excellence, the CIS Team ensures that the Centre’s digital infrastructure remains resilient, responsive, and secure.

The Administration and Support Branch is essential to the effective operation of the C-IED Centre of Excellence (C-IED CoE), ensuring the seamless execution of key administrative processes and procedures. This branch provides critical support in areas including human resources, security, and information management, enabling the Centre to function efficiently and securely.
