COL Christopher Bartos

COL Bartos is a graduate of the United States Army War College and was commissioned as a Logistics Officer. With over 26 years of service in the U.S. Army, he continues to serve as Deputy Director of the C-IED COE since July 2023. He is married with two children.

COL Javier Sanz Maldonado

COL Sanz began his military career in 1990 at the Spanish Army Officers School and has since held numerous key leadership roles, including assignments within NATO. He assumed duties as Director of the C-IED COE in August 2025. He is married and has two children.

Executive Officer

LTCOL Garcia De Paredes

LTCOL Garcia de Paredes, a Naval Academy graduate of 1997, has held key positions in the Marine Brigade, Royal Guard, NATO MARCOM HQ, and Navy Personnel Division. He has been assigned to the C-IED COE since August 2024. He holds six master’s degrees in security, defense, and human resources.

The Counter-Improvised Explosive Device (C-IED) Centre of Excellence (COE) Command Group holds critical responsibilities in overseeing and guiding the center’s strategic direction, operational execution, and organizational alignment with NATO’s broader mission. As the leadership core of the C-IED COE, the Command Group ensures that all activities and initiatives align with NATO’s deterrence and defense priorities, particularly those related to the evolving threats posed by improvised explosive devices. This group sets priorities, develops long-term objectives, and provides strategic guidance to ensure the center remains responsive to emerging challenges in asymmetric warfare.

In addition to strategic oversight, the Command Group is responsible for coordinating efforts across the COE’s various divisions and branches, including doctrine development, training and education, concept experimentation, and capability development. This coordination ensures coherence and unity of effort among the diverse functional areas that contribute to the C-IED mission. The Command Group also manages the COE’s engagement with partner nations, NATO bodies, and other stakeholders to enhance interoperability and foster multinational collaboration in counter-IED efforts.

Finally, the Command Group plays a key role in resource management and personnel oversight. It ensures that the COE is properly staffed with qualified personnel and that financial and logistical resources are efficiently allocated to support the center’s goals. This includes supervising budget planning, infrastructure support, and compliance with host nation agreements. By maintaining effective governance and accountability, the Command Group sustains the COE’s credibility and effectiveness as a NATO-accredited center, prepared to address the dynamic and complex IED threat landscape.
